Sighted people can see where the pavement ends and the road begins, however a blind person sweeping with a cane can have difficulties if the kerb height is too low. In Ireland this recently a case went to court, when a new scheme was challenged due to low kerb height.
Most claims were ruled out however one was upheld ” an equality impact assessment was not carried out, as required by law”
The judge said
“There is clear evidence that the blind or partially sighted as a group of disabled people were likely to be affected by the way the scheme was designed and built,”
